What is the importance of insulation?

Insulation used to keep humans comfortable. With out insulation, much of the heat or cooling put into the building would dissipate into the surrounding environment. This means that either, the occupants of the building would spend most of their time too hot or too cold, or the building environmental systems would have to be running nearly all the time, or both.

What do you mean "minimize economic impact?"

With out insulation, most of the energy spent conditioning the building would be dissipated to the environment, the energy spent has a cost associated with it. However, insulation can be expensive to install. For example, surrounding a building in a vacuum would insulate it perfectly from thermal conduction, but would be extremely expensive and/or impossible. An ideal insulation would save the operators money on operations, and be inexpensive to install.
